1. Digital Institutions are created by individuals or groups who wish to represent the interests of their community. These institutions compile and facilitate the community's requests, which are then consulted by government bodies to inform and implement policies.
2. Primordial Digital institutions are foundational entities within the Digital Ecosystem, created exclusively by the founder. These institutions serve as the bedrock for the system, establishing initial frameworks, standards, and protocols that guide the development and operation of subsequent digital communities and institutions. As the primary architect, the founder ensures that these institutions embody the core principles and vision of the semi-direct democracy system, providing a stable and coherent foundation for all future digital governance activities.
